People Operations Manager

Position: Full-time 
Location: Remote Within Canada (Headquarters in Winnipeg, Manitoba)
Reports to: Director of Teacher Operations
Salary: $70-80K CAD

Hoot Reading is the leading online tutoring service providing 1:1, evidence-based literacy instruction with qualified teachers, at scale. Incubated on a research project at the Nokia Research Lab with Sesame Workshop (the creators of Sesame Street) and the Joan Ganz Cooney Center, Hoot Reading partners with K-12 school districts, educational partners and families across North America to change children’s lives through literacy.

As People Operations Manager, you will enter a newly created role to develop and implement best practice policies and procedures, manage employee performance and employee benefits programs, and oversee the recruitment and selection of new employees. We are seeking a dynamic HR professional with experience in high volume talent acquisition, employee relations, performance management and development to oversee the day-to-day operations of our expanding People Operations Team. 

The ideal candidate will understand the ebbs of high volume recruitment and remote talent management of a part time and seasonal workforce. You will play a pivotal role in developing and implementing effective people related policies, procedures and fostering a positive workplace culture.

Key Responsibilities

HR Operations:

  • Support program execution and implementation associated with HR, people and recruitment related change management initiatives
  • Implementing and optimizing HR systems and processes for efficiency and scalability.
  • Identify opportunities for automation and technology integration to enhance workflow and productivity including the applicant experience
  • Utilizing HR metrics and data analysis to inform decision-making and report on HR performance
  • Gather and analyze key data and report to the leadership team on key KPIs.
  • Consistently update policies and procedures in alignment with company goals and industry best practices

Talent Acquisition:

  • Support end to end sourcing and recruitment including acquisition, hiring and selection, including experience in various sourcing channels
  • Develop effective recruiting practices for high-volume recruitment, leveraging data to make decisions
  • Produce accurate and relevant metrics and reports including tracking and reporting on talent acquisition statistics
  • Evaluate and work on continuously improving the applicant journey and experience
  • Familiarity with modern recruiting tools and technologies, such as applicant tracking systems and talent assessments
  • Manage recruitment budgets effectively without compromising on quality, and  identify and build efficiencies through process, tech and/or people to reduce core costs
  • Develop and implement best practices around interviews, selection and onboarding

Talent Relations & Management:

  • Build strong relationships with the team, fostering trust and promoting collaboration
  • Foster a positive and supportive employee experience through effective communication and engagement initiatives.
  • Serve as primary point of contact for inquiries, concerns and conflict resolution ensuring fair and consistent handling focused on a positive, productive and compliance environment
  • Have experience investigating matters and making recommendations/ decisions based upon findings.
  • Leading performance management initiatives, including setting criteria, facilitating reviews, and providing training for continuous improvement.
  • Advising and coaching managers on best practices in people management and leadership.
  • Creating and maintaining an inclusive culture that values diversity and fosters employee engagement.

Compliance:

  • Ensure compliance with local, state/provincial, and federal employment laws and regulations (USA and Canada).
  • Support the Finance team by maintaining accurate records and documentation related to employment contracts, benefits, and payroll using company systems.
  • Guide on HR-related legal matters and collaborate with legal counsel when necessary.
  • Support the communication, reporting and related governance of employment regulations.

  • Has experience in high volume recruitment and rapid scaling 
  • Has knowledge of employment laws and regulations in the USA, preferably, also applicable Canadian legislation.
  • Possesses excellent project management skills with proven ability to communicate with leadership on department objectives and manage KPIs
  • Has great interpersonal and communication skills, with the ability to build rapport and trust across all levels of the organization.
  • Is strongly analytical, a critical thinker, and good decision making skills, including strength in problem-solving.
  • Ability to thrive in a remote work environment and effectively partner, support and manage virtual teams.
